How to recreate extant dress

Saw gorgeous dress on eBay. Which patterns would recreate it?

It looks as if the back is pleated into the waistband and the swags on both sides are separate panels sewed to the pleated back. Is that right?

Is there supposed to be some sort of filler here?

I'll take a stab at this.
I think TV463 could be used to make the bodice. It's not exactly the same, but the closest that I see.
And TV261-R should do well for the skirt.

I also think the French Vest bodice could be a good start. You would cut the vest part down in front and eliminate the collar. The waist and hip would need to be changed, likewise the sleeve.

The back waist has pleats releasing, I think from the skirt. I can't really tell whether this is meant to be late bustle or the beginnings of bell epoch, but pretty much any basic skirt could do - everything just gets applied on top in layers.
